To summarize, I believe that there should be assertive government intervention when it comes to protecting those high-risk aspects of cyberspace for which no one else is accepting responsibility. When Gary propounds more investment in risk mitigation in the form of prevention and contingency planning … two suggestions which I heartedly endorse … he doesn’t say how these might be funded and enforced. I maintain that the private sector will not do it on its own. The means of achieving this end might be through either carrots (economic incentives, such as tax credits) or sticks (laws and regulations). All I know is that, left to itself, the private sector will not invest as much as necessary for incident prevention and contingency planning (as Gary advocates), and needs to be encouraged to do so.
