I look at the converse and say that it is nonsense to claim, as an absolute truth, “You can manage what you can measure.” Well, we can measure time, right? But can we manage it? Well, yes, there is such a thing as time management, but that is about managing how you spend your time. You cannot change time or alter what has occurred. That condition is so well expressed in the verse from The Rubaiyat of Omar Khayyam:
The moving finger writes; and having writ,
Moves on: nor all thy Piety nor Wit
Shall lure it back to cancel half a Line,
Nor all thy Tears wash out a Word of it.
So I say, there are many things that are measurable that you cannot control – the distance between the Sun and the Earth; the speed at which the Earth spins, etc., etc. There are also many things that you cannot measure, but that you can control. Many aspects of security fall into the latter category. It’s not that we know nothing about such items. We do have a broad sense of magnitude, even if only on a relative basis, which is often sufficient for making rational decisions.
