Sarbanes-Oxley and Cyber Crime: A Causal Relationship?

It is interesting to note that the CSI survey said that cyber crime is down for the fourth straight year. Might there be a causal relationship with the passing of Sarbanes-Oxley in 2002?

The stregthing of internal controls may have lead to less corporate cyber losses.
